Bhubaneswar, Aug 21 (LocalWire) Following the mantra of 5T (Teamwork, Technology, Transparency, Transformation and Time Limit), the state government has decided to integrate directorates and their respective administrative departments.
“In order to streamline the functioning of Directorates and speed up the process of decision making, Government has been pleased to integrate the different directorates with their respective administrative departments to function as composite departments with immediate effect,” said a notification issued by general administration and public grievance department Wednesday.
The decision has been made couple of days after new Chief Secretary Asit Kumar Tripathy assumed duty, saying faster file processing would be his top priority.
The integration of the departments and their directorates is first step towards quicker decision making and file processing.
As per existing provision, the departments function from Lok Seva Bhavan, earlier known as state secretariat while directorates function from administrative buildings such as Nau Tala and Rajeev Bhavan.
The latest order stipulates that henceforth, the directorate and their departments will function from single premises at either offices of directorate or at office of administrative department, subject to availability of space and keeping in mind public conveyance.
For faster processing and integration of the files, the online file sharing network of the state government known as OSWAS, has been asked to make arrangements to integrate the files sent from directorates.
Similarly, the directorates have been asked to send files only via OSWAS.
Among other decisions, it has been decided to abolish lower level posts once the integration process is complete.
The composite department will have to surrender staffs to the general administration once common sections such as cash, establishment etc are integrated.
