Bhubaneswar, March 4 (LocalWire): Funds meant for the National Health Mission are being plundered by corrupt government officials, and the poor is left with no choice but to suffer, Odisha Congress president Niranjan Patnaik alleged.
Patnaik claimed that due to huge embezzlement of funds by state officials, the mission has lost its objective. He blamed the center for the alleged mess.
“Though the center depends on the state government for the mission’s execution, there was no review of fund utilization. Because of this, crores of rupees were looted,” the Congress leader alleged.
To underscore his point, he cited an RTI reply stating that health secretary and mission director have no information about funds being utilized by the Rogi Kalyan Samitis and the self-help groups (SHGs).
“There’s a clear mission guideline on fund utilization. Samitis must give priority to SHGs and District Industries Centers (DICs) while procuring different items.
“But the mission director never visited any health centers, or reviewed funds between November 2015 and January 2017,” Patnaik said in a press release.
There’re 1,770 registered and 54 non-registered samitis and each of them get funds every year, he said.
Patnaik claimed that despite evidence, the government did nothing to address corruption, and “trying to mislead people with failed schemes like Biju Swasthya Kalyan Yojana”.
“A total of 34 lakhs in Mayurbhanj, 73 lakh in Kendrapara, 8 lakh from ASHA Incentive funds in Gajapati etc. have been misappropriated,” he said, citing RTI data.
