Jagatsinghpur, March 13 (LocalWire): The district education officer today issued a show cause notice to the principal of St Xavier High School, here, for running the school illegally even after the withdrawal of the certificate of recognition.
The principal has been asked to render an explanation within 15 days.
According to the Right to Children to Free and Compulsory education Act 2009 and Odisha Right of Children to Free and Compulsory rules 2010 under section 18(1), no school other than a school established, owned or controlled by the appropriate government or local authority, shall, after the commencement of this Act, be established or function without obtaining a COR.
The School and Mass Education department, through the concerned DEOs, had issued the guidelines for issuance of COR to the privately-managed schools.
Accordingly, an advertisement was also published by the director of elementary education, Odisha in Odia dailies in March 2017, asking the privately-managed elementary schools to obtain COR from the academic session 2017 -2018 to 2021-2022 ( five years) as per the RCFCE Act 2009 and Odisha RCFCE rule 2010.
Although application has been submitted by the management of St Xavier High School for grant of COR, but since it did not fulfil the requisites for COR grant, it is running without a COR violating the Right to Education Act 2009.
Meanwhile, DEO Prativa Manjari Das asked the principal of St Xavier High School to submit an explanation for reasons of running the school without a COR or else face a fine that could extend to Rs 1 lakh.
