Bhubaneswar, August 21 (LocalWire) The Odisha State Pollution Control Board (OSPCB) has modified norms related to noise pollutions for festive occasions.
Songs played via loudspeakers in public area can now continue upto 12 AM in the midnight on special occasions after due approval, up from 10 pm restrictions in force.
“On the special occasions with due approval of Govt., the Night Time can be extended from 10.00 P.M. to 12.00 midnight,” the OSPCB said in a guideline sent to the state forest and environment department.
As per the Noise Rules 5 (j), the morning time indicates 6 AM to 10 PM and night time is meant for time between 10 pm to 6 AM.
Sound permission limit in decibels for day time is usually higher than the night time.
The latest guidelines empower the government, local authorities and the police to allow songs and other performances to be played via loud speaker at public places upto 12 AM in the night after due approval.
The decision to relax the norms emerged as it was observed that many event organisers, barring capital region and other key towns of the state, did not heed to the regulations and continued playing loud music in various areas beyond stipulated time limit.
Based on a petition filed in the High Court of Orissa in this regard, the state pollution control board has modified the rules.
In another significant decision, all band parties using amplifiers in marriage and other processions have been asked to install sound limiters in their sound system.
“Regarding all band parties using amplifiers along with some boxes and various musical instruments as well as D.Js. shall install Sound Limiters connected to the amplifiers so that the decibels of sound produced by such amplifiers will not exceed 65 dB with regard to marriage processions (Barat Processions),” the pollution control board said in its latest guidelines.
