Bhubaneswar, August 21 (LocalWire): The state government has decided to involve households and waste management groups to do away with environmentally-hazardous accumulated solid wastes in urban local bodies.
The Urban Local Bodies of Bhubaneswar, Cuttack, Berhampur, Sambalpur and Rourkela are struggling to deal with the huge volume of solid waste generated every day.
‘My waste, my responsibility’ campaign will shortly be launched from the grassroots to deal with the solid waste menace, said senior officials of directorate of municipal administration here.
A draft Standard Operating Procedure (SOP) on decentralized solid waste management has been chalked out in accordance with Solid Waste Management Rules, 2016.
To facilitate its implementation, SOP has been prepared for ULBs, said officials.
For the effective treatment and processing of wastes, the ULBs have been directed to ‘Swachh Sathi’ volunteers who could emerge as the community link and act as agents of change to bring about collective behavioural change in households.
They would sensitize households to do source segregation of waste.
An incentive of Rs 4,000 may be paid to them to cover 600 households.
These volunteers need to be Plus II pass outs to be eligible for the job, officials said.
The ULBs are required to conduct quantification of wastes through a ten-day sample survey and later estimate the per capita bio-degradable and non-bio-degradable waste generation according to the survey.
The Collectors will facilitate identification and allotment of suitable land for micro composting centres (MCC) and on-site composing centre (OCC).
For optimum utilization of resources, push-carts may be deployed from the households nearest to the MCC and OCC.
A suitable mechanism may be developed by the ULBs in consultation with district Magistrate and other stakeholders of the district for timely and proper sale of compost generated from MCC and OCC.
Each household needs to be advised to segregate the solid waste and hand over the same to waste collectors during door-to-door collection they added quoting the contents of draft SOP.
