Bhubaneswar, Aug 31 (LocalWire): The State government in their recent order for Unlock 4.0 has decided to not impose any shutdown and lockdown in the state outside the containment zone.
A new guidelines to govern the new rules for September was issued today by the office of the Special Relief Commissioner (SRC).
“No authority shall impose any local lockdown at District, Sub Division, city or below level outside the containment zones,” the SRC order said.
It also said that whenever required, restrictions on mobility, congregation, operation of shops and establishments, offices and other activities may be imposed in consultation with the central government.
Some of the activities in the state still will continue to be banned which included-cinema halls, theatres, social congregations, opening of schools and colleges and others.
The new order also said that there would not be any restrictions on the movement of inter-state and intra state persons and materials and there would not be any requirement of any pass for the same.
However the lockdown and other restrictions would continue for the containment zones. The government however has allowed open air theatres to operate from September 21.
The new rules have allowed skill or entrepreneurship training at National Skill Training Institutes, Industrial Training Institutes (ITIs) and others.
It has also allowed the higher education department to allow students of Phd and professional programmes to visit labs and experimental works.
