Bhubaneswar, December 31 (LocalWire) :2009-batch IAS officer Bijay Ketan Upadhyaya, who was arrested yesterday in a vigilance trap case, had adopted inventive tactics by engaging a private bank executive to receive bribe on his behalf, the investigators said.
Upadhyaya, posted as the director horticulture, had demanded Rs one lakh bribe from an empanelled supplier (SRM Plastochem Private Limited) for the release of Rs 50 lakh pending bill in favour the company.
Sanotosh Kumar Pattanayak, Relationship Manager, YES bank Bapuji Nagar, had acted as the middleman in the money-changing-hands deal and was caught red-handed while receiving the demanded sum on bureaucrat’s behalf yesterday afternoon hours, said vigilance directorate officials.
Both Upadhyaya and Pattnayak have been taken into custody.
A battery of 100 vigilance sleuths flanked by chartered accountant, cyber cell experts besides bankers are engaged in search operation at 11 different locations in Bhubaneswar, Cuttack and Balasore for detection of disproportionate movable and immovable assets by the duo, they said.
SRM firm, which was harassed by extortion tactics of the officer, is an empanelled supplier under the directorate of horticulture for supply of sprinklers to eligible farmers under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).
As per procedure, after supply of micro irrigation systems to eligible farmers, deputy director of horticulture of concerned districts prepare bills after field verification and forward to the director horticulture for final approval.
After final approval of the director the payments are supposed to be released to the concerned dealers or suppliers.
