Jagatsinghpur, August 23 (LocalWire): The villagers of Nuadihi under Erasama block sought the intervention of the district administration to conduct an EWO inquiry into the misappropriation of Rs 2 crores towards loan assistance of farmers.
The administration, meanwhile, has sought the intervention of higher authorities of the co-operative society to unearth the scam.
Villagers alleged that the former secretary of Nuadihi Primary Agriculture Cooperative Society Limited, Tirtha Sampad Gochhyat, in collusion with Dolagobinda Khatua, former branch manager of Central Cooperative Bank (CCB), Erasama branch, Cuttack misappropriated Rs 2 crores towards loan assistance.
Nuadihi PACS has 1500 members and lakhs of rupees were misappropriated by re-financing the loan assistance in favour of 703 members that was not credited in favour of these members.
There are 116 Joint Liability Groups (JLG) that has been formed by women to avail loans for socio-economic development of women groups.
They alleged that Rs one lakh was sanctioned in 84 JLG groups but each group received only Rs 50,000 instead of Rs one lakh and the rest of the money misappropriated by Gochhyat.
President of Jai Hanuman JLG, Laxmipriya Mishra, alleged ‘a loan assistance of Rs 1 lakh was sanctioned in favour of our JLG in 2017-2018 but we actually received Rs 50,000.
The rest of the money has been misappropriated by the then secretary and we could not start any project due to paucity of funds’.
Other women leaders Sanjkuta Khatua, Swarnalata Mohapatra also raised the same allegations.
Members of Nuadihi PACS alleged that Gochhyat had opened three accounts in the name of his father, his brother and himself at CCB, Erasama branch and Rs 37 lakh was deposited in these accounts in August 2018.
They alleged that Gochhyat issued two to three Kissan credit cards in the name of one person. Dinabandhu Biswal and four loans while board member Brajkishore Pradhan availed six loans and Srimant Nayak availed three loans by manipulation.
During investigation, it has been found that the cost of fertilizer bought from Orissa State Co-operative Marketing Federation (OSCMF) Limited, Balikuda branch, to the tune 4.37 lakh was also not paid.
The new manager, CCB, Erasama branch asked the secretary in January 2019 to deposit the amount and submit challans and disbursement papers but he has not yet deposited the amount or submitted the documents.
President of Nuadihi PACS Jayant Kumar Biswal alleged, ‘we sought the intervention of higher authorities of the department, Erasama police, CCB, Cuttack branch but no one has yet taken any action against Gochhyat so I suspended him from duty in January 2019 but he has not yet handed over charge, documents, cash records or other papers.
We have now sought the intervention of the district administration for proper inquiry yesterday’.
Collector Sangram Keshari Mohapatra informed ‘after getting the complaint, the administration has sought the intervention of higher authorities of cooperative department to conduct an inquiry either by crime branch or vigilance to unearth the scam’.
